spun-off from bug 429843 - TB now puts up the cert exception dialog when we get an error from the ssl layer for imap, smtp, and pop3. But it's not clear to the user why we're putting up the dialog, and the dialog itself is a bit web-centric. Also, the compose window version of the dialog gets put up in front of the 3-pane ui, because the compose window doesn't have a msg window to hook up to...

Actually it does, but it only uses it to pose the send progress dialog.
I don't think this truly blocks, although I agree it's annoying.
