I chose to file this as separate bug, so we can debate whether this is something we want to address or not.  I actually left out the borders on the tab bar's scroll arrows intentionally, because I felt they more so belonged to the tab button instead, and also I don't think it looks incorrect to not have a border there.

Either way, I didn't want to hold up the dragging patch while we decide what to do about it :).
I think it'll look pretty odd (I think the mutable tab borders when dragging in the last iteration of dragging patch looked odd), but I'll have to build and play.
Yes, it does look odd; I think the borders belong to the scroll arrows (or belong to them at least as much as they belong to the tabs).

This bug has been buried in the graveyard and has not been updated in over 5 years. It is probably safe to assume that it will never be fixed, so resolving as WONTFIX.
