Standard names of the bookmark folders should follow current locale, not the locale when the browser was run first time.

Reproducible: Always

Steps to Reproduce:
1. mv ~/.mozilla/firefox/ ~/_mozilla-firefox
2. firefox
3. quit
4. LANG=en_IE.utf-8 firefox (or any other locale then the standard in the rest of the environment)
Actual Results:  
bookmark folders are still in English

Expected Results:  
standard folder names should follow current locale
Status: UNCONFIRMED → RESOLVED
