46617 - Left menu items do "expand" when mouse-over, but do not collapse when mouse off.

The main menu on the left.  Each item in the menu should expand and
show a submenu of links.  When area no longer has mouse over it should
collapse again to its normal state (single link).  Items do not collapse and
text starts to overlap.

Reproducible: Always
Steps to Reproduce:
1.Move mouse pointer over a menu link.
2.Move mouse pointer to another menu link.


Actual Results:  Menu links refused to "collapse".

Expected Results:  Restored the link to its initial state.

This site could be using a hack or something that is not in spec.  I just
haven't checked and am not sure if I know what to look for.

Initial report was incorrect... sorry.  "Proper behaviour" should be revised to
below:

Proper behaviour seems to be popping up a small "HREF TITLE" (cannot remember
the name) box with information on that link (see behaviour in 4.x Linux). 
Instead it prints the title popup inside the frame as text.

Sorry for this confusion... I think I confused this site with another and didn't
properly test it in 4.7.

I see a frame on the left with links that when you mouse over them they animate 
(an axe chopping into a heart).  This seems to be kinda screwey on first page 
load but looks fine after a reload.  It also seems to work fine locally, not 
sure what the problem here is or even if we're talking about the same thing.

On the first load, moving the mouse over any of the links in the left frame
results in messed up texed and the images disappearding. After reload,
everything work fine I suspect- the axe starts choping on the heart. Moving to
layout and confirming.

Since there is a workaround (reload), I am going to Future this.

This bug has been marked "future" because the original netscape engineer working
