Bug 160720 comment 78:

One odd thing I notice with this patch is that when I'm dragging tabs in the
front window, I'm getting the tooltips for certain tabs in the background
window (I'm also getting the tooltip for the close button, which I'm guessing
is also from the background window).  Probably something for a follow-up?

One other thing that might be relevant: I have my windows full-height, so the tab bars are physically in the same vertical space and mostly the same horizontal space (less the staggering).

I've now seen this not only from the immediate background window, but from the one behind that, too--and both in the same drag session!

This bug has been buried in the graveyard and has not been updated in over 5 years. It is probably safe to assume that it will never be fixed, so resolving as WONTFIX.
