Need to add a link to the zh-TW locales' "what's new page".  Link should only
appear 10% of the time. The script should be in whatsnew.js

I would prefer, however, to embed the survey on one of our web pages.

Gen, can you please up the % of people who view the survey from 10% to 50%?
We dont have near enough the number of responses and I'm hoping this will help. Thanks!
