Need to add a link to the all zh-cn locales' "what's new page".  Link should only
appear 10% of the time. The script should be in whatsnew.js

Link text: 帮助我们将 Firefox 做得更好！ 请花费片刻时间参与一个简短的调查，让我们知道您的看法。.

should link to: http://qsurvey.mozilla.com/quarterlysurveyzh-tw    

I would prefer, however, to embed the survey on one of our web pages.

If that is not possible, then we'll just link it.

the bug is for zh-CN but the link foes to zh-TW, I put zh-CN in the link.

Gen, can you please up the % of people who view the survey from 10% to 50%?
We dont have near enough the number of responses and I'm hoping this will help.

Pascal, can I double check with you to make sure that you are not sending zh-cn users to a zh-tw survey?  

I am assuming the correct url is:
