Creating a tracking bug for the migration process.

In short, we need to pre-seed the new database schema with data for about 2 weeks before we cutover to the new architecture. 

Rather than write migration scripts to move data to the new schema, which will most likely be quite slow and tedious, we are planning on inserting data into both the old and new databases for approximately 2 weeks.

The tentative process is as outlined:

1) Setup new database with new schema
2) Update graphs.mozilla.org with new scripts that will update both the new and old databases
3) Setup new frontend on a different hostname & point at new database
4) Test & verify new data for 2 weeks
5) Change new frontend hostname to graphs.mozilla.org
6) Profit!
