cookie service module should only contain HTTP cookie functionality.

In order to provide effective modularity we need to ensure that the cookie
service only does HTTP cookie related things. Permissions should be moved to
another module (cookie viewer? wallet?).
Some embedding clients are going to want minimal cookie functionality (what HTTP
provides) and are not going to want any extra overhead for features not being
used.
