Currently, lockPref is only allowed in a single config file, defined through general.config.filename.

Practically this means that distros have to make a decision:
 1. either they dont use lockPref for distributions specific configurations
 2. or use lockPref for distribution specific configurations, but take away the ability for admins to use this feature.

Example use-case for 2.: disable auto upgrades on distros through prefs

I dont really see why we would want to restrict the use of lockPref to just general.config.filename. Will attach the debian/ubuntu patch used for this.
