msgbsutl.dll is one of the dll:s that are loaded at startup unneccessary (or so it seems). I started the browser and browsed a couple of random pages. During that time msgbsutl.dll wasn't really used at all. The only functions called were: nsMsgDBFolder::nsMsgDBFolder(void) 6 times nsMsgDBFolder::QueryInterface(nsID const&,void * *) 30 times nsMsgFolder::initializeStrings(void) 1 time nsMsgFolder::Init(char const*) 6 times nsMsgFolder::nsMsgFolder(void) 6 times nsMsgFolder::QueryInterface(nsID const&,void * *) 30 times nsMsgFolder::Release(void) 91 times nsMsgFolder::AddRef(void) 110 times None of these justifies (AFAIK) that we load the dll. I have not yet looked into what exactly calls these functions but it might be an easy kill, improving startup time and decreasing memory footprint. (I failed to close the broweser cleanly which could be the reason for the difference of calls to Release and AddRef)

I think this might be loaded because msglocal.dll is loaded so I will make it dependent on that bug (bug 46800). Also changing component to Mail Backend. I don't think the mail database has anything to do with this.
