If you have another tab open with a page requiring the authentication dialog, it shouldnt appear during the about:sessionrestore page.

Reproducible: Always

Steps to Reproduce:
1. open a few tabs on nightly.  Make sure one of them requires authentication (eg. use URL, if you have mozilla LDAP account)
2. cancel the authentication so the dialog goes away
3. open a new tab, about:sessionrestore
4. Verify the session restore page brings down the cancelled authentication dialog from the first tab


Actual Results:  
no authentication dialog on session restore page

Expected Results:  
authentication dialog on session restore page
