psm wants to cancel the shutdown because ShutdownNSS failed (no idea why)
The API is wrong... once we get to this point, cancelling shutdown is not supported.

IIUC, the changes in Bug 807757 mean none of this shutdown cancelling stuff is present or supported anymore.
