Steps to Reproduce:
(1) Show My Sidebar
(2) Switch to the Bookmarks tab
(3) Try to drag an item to a location further down that is not currently 
visible in the tree (this should be possible by clicking, dragging, and holding 
the mouse over the area near the bottom of the tree).

Result: dragging downward in this tree doesn't work, but dragging upwards 
does.  This renders organizing bookmarks in this panel nearly useless.
