It renders a scrollbar in the upper frameset in Mozilla event though it has been specified to be scrolling="no". The layout of the upper frame is also messed up. Reassigning to pollmann.

Actually, I think this is nothing more than a dup of bug 5569. The scrollbar (and all the other out-of-place stuff in the frame) doesn't really exist, it's just images of the content in the bottom frame. So it's really a painting problem. The elements that are actually 'there' (i.e. they really exist) are laid out properly. What do you think?

I don't know if the page or mozilla has changed, but I'm not seeing this bug anymore with the 2000092908 build on Win NT4.
