Check out the URL (http://observers.net/).  It renders quite differently (and 
in a much worse fashion) than NS or IE.  When I have some more time, I'll 
investigate this further...

Re-assigning bugs on Clayton's list opened between 7/29 and 8/4 to Kevin for
further triage.

It renders a scrollbar in the upper frameset in Mozilla event though it has been
specified to be scrolling="no".

The layout of the upper frame is also messed up.

Actually, I think this is nothing more than a dup of bug 5569.  The scrollbar 
(and all the other out-of-place stuff in the frame) doesn't really exist, it's 
just images of the content in the bottom frame.  So it's really a painting 
problem.  The elements that are actually 'there' (i.e. they really exist) are 
laid out properly.  What do you think?
This bug has been marked "future" because the original netscape engineer working 
on this is over-burdened. If you feel this is an error, that you or another 
known resource will be working on this bug,or if it blocks your work in some way 
-- please attach your concern to the bug for
reconsideration.

I don't know if the page or mozilla has changed, but I'm not seeing this bug
anymore with the 2000092908 build on Win NT4.
