In Bug 371895, comment 37, Sean suggested we disable the Remove button when no row is selected in the Flash and Pop-up exceptions sheets. The Cookies and Keychain exception sheets do this already, and have a Remove All command too. Perhaps in addition to validating the Remove button, with could move it into a gear menu like in the other exception sheets.
The other stuff is bug 370119, but we should validate "Remove" until we get bug 370119.
