If XX-YY is in Edit Preferences/Navigator/Languages,
"Add" (new language) cannot add language XX.
Workaround: Add XX first, then XX-YY, then move XX down.
Reproducible: Always
Steps to Reproduce:
1. Edit Preferences/Navigator/Languages
2. [Add]; scroll to the end; pick "es-mx"; [OK].
3. [Add]; scroll to the end; pick "es"; [OK].
4. [Add]; scroll to the end; pick "es-mx"; [OK].
Actual Results: Steps 3-4 close the list of languages but do nothing else.
Expected Results: Step 3 should add "es".
Step 4 should complain and keep the list of languages open.

If language xx-yy is there, language xx should be allowed to be added.
However, I do not think we need to do anything if xx-yy is already there.
