populating depends_on through the web UI will result in that data showing up in blocks via the XMLRPC interface (and vice versa). greg indicates this is a problem with the form, which he is already aware of. filing this bug at his request.

proposed fix for depends on/blocks backwardness in web UI
Of course, going forward, new cases will be correct but old cases will ba backwards. Perhaps we should have them reversed in the database?
