Embedding applications have no way to create an nsIBadCertListener2 implementation which will be used for all network activity. PSM could look for a global listener, either on the webbrowser chrome or by using a contract id.

It's not clear there's a strong need for this. Furthermore, we're more likely to remove nsIBadCertListener2 entirely than to expand usage of it.
