When I drag and drop a tab header on to the bookmark toolbar I expect it to bookmark the URL and save it on the toolbar.

Instead it opens the URL in a new window.

Also, URL cannot be dragged and dropped into a bookmark toolbar's folder

Reproducible: Always

Steps to Reproduce:
1.Open an URL
2.Drag and drop it on to bookmarks toolbar
3.
Actual Results:  
Opens in new window

Expected Results:  
Bookmark current page
This seems at least partially a duplicate of Bug 465332 but dropping a link or favicon on the toolbar works fine for me, at least, on Windows.
related to bug 465346 probably (some tab manipulations also create a new window)
