Details

Open preferences, go to News & Blogs. The pref pane says (among other stuff):
 [x] check for new every [100] minutes
 [x] check for new at startup

*Every* other server type's "server settings" panel has these two items as
 [x] check for new at startup
 [x] check for new every [100] minutes
so RSS should change for consistency.
