Everyone is engaged in one product group and Admin would like to seperate them into 2 parts.
one part can use all options, the other part cannot only assign and add CC.

I tried it to seperate them by using parameters and Guoups, Product as Admin
but, failed

Current my settings are
admin – parameter – group authority – 
 => usevisibilitygroups / strict_isolation : on

so, only admin can see user list and assign and add CC.
normal user cannot see member list to assign.

Can I control it user by user in one product group?


Reproducible: Always

Steps to Reproduce:
1.Admin Setting : group authority – usevisibilitygroups / strict_isolation : on
2.log-in as normal user
3.all user cannot assign ans add CC when enter new issue or re-assign to other user in same product group.

Actual Results:  
All users except admin cannot see user list and assign and add members.

Only Admin can assign and add members properly.

Expected Results:  
I would like to give different authority to different parts in on product group.
