471308 - Cannot create bookmark by dragging tabs into bookmark folders/bookmark menu

I can not create a bookmark by dragging a tab to the bookmark menu, a folder in the bookmark menu, the bookmark toolbar, or a folder on the bookmark toolbar. I CAN do this in Firefox 3.0.5 but not in the build that I am using. 

Reproducible: Always

Steps to Reproduce:
1.Open a tab. 
2.Drag the tab to the bookmarks menu, or the bookmarks toolbar, or a folder on the bookmarks toolbar and attempt to drop it there. 
Actual Results:  
The web page the tab contains can not added to the bookmarks menu/toolbar/folder/etc. 

Expected Results:  
The web page the tab contains should be added to the bookmarks menu/toolbar/folder/etc. that the tab is dragged to. (Recall that this works in Firefox 3.0.5)
