I had a license for Komodo IDE 4 from Mozilla, and I've upgraded to Komodo IDE 5 and see that my IDE 4 license doesn't work in it, so I need a new license file for Komodo IDE 5. reed told me to file the bug in this component.
We've asked Komodo if the license we have is for MoCo or all the mozilla community. They asked that anyone outside of MoCo go directly to them via support channels for license evaluation - feel free to go to them directly.

Okay. Who would I go to? Is there some point of contact for things like this?
From support@activestate.com: Sorry to flip-flop on this, but after some further discussion, we've decided that it would be best if contributors who are not Mozilla employees get in touch with us directly to get complimentary user licenses.
