47250 - Cut-n-paste repeats text twice

Description

Steps:
1) Create a new email message
2) In Navigator, go to a web page with text and highlight some text
3) Use cntrl-c keys to copy text
4) Use cntrl-v keys to paste text in the new email message

Actual Results: Text is pasted twice.  Does not occur in Composer or form fields
in Navigator.

Expected Results: Text should be pasted only once.

Build Date/platform: 2000080108 on NT using classic skin

Nominating for nsbeta3 since cut-n-paste is a common operation I use for email.

I have a fix for that that also fix some other short-key problem like ctrl+s 
will call the editor save function instead as the msgcompose one when the focus 
is into the body.

The problem was that xul window support only keyset (this is a limitation that 
will not be fixed soon).
