Users should be able to set SeaMonkey to confirm before quitting when the
File . Quit menu item is actived.  (Accidentally hitting Ctrl-Q can
discard lots of information--the state (URL, scrolling position, form 
values, session state) of all your windows.

SeaMonkey does not appear to have such a feature.  (Opening about:confirm
and searching for "quit", "exit", and "confirm" shows no configuration
property that seems relevant.)

That's what the browser.warnOnQuit pref is supposed to do but there are cases where it doesn't, even with SM 2. :-/ Nowadays we at least have Session Restore so not all is lost if your browser is configured accordingly...

Other prefs in that range:
- browser.tabs.closeWindowWithLastTab (SM 2.1 only)
- browser.tabs.warnOnClose
- browser.tabs.warnOnCloseOther

OP's 'keywords' happened to not be what he needed to look for.
(Even 'quit' is not found in SeaMonkey 1.1.)
WORKSFORME (although things could be improved I suppose). Leaving this open in case someone wants to morph this into a Preferences UI bug.
