Hello,
In Windows Vista, and Xp the Tab tearing was a very inconvenient problem.
I have a multi-monitor configuration, and when i drop a tab to my secondary monitor, it open on the primary.

That´s VERY annoying, and should not be a expected behavior.

Steps to Reproduce:
1.Drop a tab to secondary monitor
Actual Results:  
The Tab open in the primary monitor

Expected Results:  
The tab should open in the dropped monitor
