I was running migration test for Firefox 3.1 in Windows7.
Upon removing the current mozilla firefox's profile, I encountered the following situation:
- when I remove the folder pointed in profiles.ini, firefox failed to start with the following error message: "Firefox is already running, but is not responding. To open a new window, you must first close the existing Firefox process, or restart your system."
Afterwards, firefox was not able to start.
- when I remove the profile.ini, firefox was able to start, and it creates a new profile.ini as well as a new profile folder.

This is not happening in earlier firefox migration test that I did (nor any stable firefox that I used before).

Reproducible: Always

Steps to Reproduce:
For Windows7:
1. Quit firefox, make sure it is no longer running in the process etc
2. Open the profile location and rename/remove 'profile' folder while leaving profile.ini intact
3. Re-run firefox
Actual Results:  
Firefox should start and create a new profile (or re-create the profile listed in the profile.ini)

Expected Results:  
Firefox came out with "Firefox is already running, but is not responding. To open a new window, you must first close the existing Firefox process, or restart your system."
... and not able to run after clicking 'OK'.
Restarting the PC did not help.

If I remove profile.ini, no such error and firefox will run as normal.
Also, if profile.ini removed, firefox will keep creating a new profiles inside 'profile' folder.
