After selecting the "New Boilerplate" option under the Test menu does populate the Editor tab with a new test template. Yet, if the user is under the Output or Event tab, MozMill doesn't move the focus to the Editor tab. 

A user wouldn't select the "New Boilerplate" option unless they wanted to create a new test case.

Reproducible: Always

Steps to Reproduce:
1. Move Focus to either the Output or Events Tab
2. Select "New Boilerplate" from the Test menu.
