If you have multiple tabs open and try to close Firefox you should get the "Do you want Firefox to save your tabs for the next time it starts?" dialog box, however if any other Firefox window is open you only get the "You are about to close ## tabs. Are you sure you want to continue?" dialog. 

I understand the need for this when multiple Firefox browser windows are open, but if the "Downloads" window, "Organize bookmarks, or "Add-ons" window is open you still don't get the option to save tabs.

Reproducible: Always

Steps to Reproduce:
1. Launch Firefox
2. Open several tabs
3. Open "Downloads" (Ctrl+J)
4. Close Firefox
5. You don't get a save tab conformation
6. Close "Downloads" window
7. Now you do get a save tab conformation
