Looking at a message that is to a person and a Newsgroup with the compact header view doesn't display the Newsgroup at all, which is very misleading about who the audience of the message is.  While it's not strictly dataloss, it provides the wrong cue about whether the reader should be using Reply or Reply All, which will likely cause them to unintentionally reply in such a way that the Newsgroup falls out of the conversation.

I think newsgroups want to be part of the third line of the short view, because that line is the one that's all about the audience.  My suspicion is that the ordering of this wants to be To, Cc, Newsgroups, Bcc, since To and Cc both are both likely to contain individual users.  Assigning to clarkbw for ui-review+ on this, or an alternate suggestion.
