Thunderbird is saving messages as TXT and wrongly displays the Romanian diacritics

Steps to Reproduce:
1. Turn this text into a message in Thunderbird: 

    Bună seara!

    În primul rând, dacă aveți XP, va trebui să instalați diacriticele românești corecte. Altfel, nu sunt sigur că WinPlus vă va arăta caracterele „ș” și „ț” cum trebuie.
    Pentru asta urmăriți instrucțiunile de mai jos:

    Deschideți folderul „x86”.
    Dați click dreapta pe fișierul „kbdro_winxp”, și Install
    O să spună ”Restart?”... Dumneavoastră spuneți Nu!
    După asta, dați dublu click pe EUupdate.exe
    La final, va spune „Restart?” și spuneți DA!
    După Restart, vă duceți în Control Panel - Regional and Language Options
    Tab-ul Languages și dați click pe Details.
    Acolo o să fie probabil English și Romanian Legacy (dacă e Romanian în lista dumneavoastră)
    Ideea e să dați Add sau Remove până când rămâneți doar cu English și Romanian-Standard
    Dați Apply la final și OK.

    Acum, jos în taskbar (lângă ceas) ar trebui să fie 2 opțiuni (EN și RO, unde RO este Standard) 

2. Now go to the message pane and choose More and then go to Other Actions and click on Save As TXT file. 

3. Open the text file with the message and look at the initial text (written in the message) and what you get in the TXT file. Instead of „ș” you get „s,” and instead of „ț” you get „t,”
Actual Results:  
The Romanian diacritics are not saved as they should when you choose to save a message as TXT.
