For the newgroup message: "Mozilla as an application platform."
a spam comment to test whether bugzilla's mail works after the big move
mozilla-platform@mozilla.org mail list created and it's sending to 
netscape.public.mozilla.platform that needs to be created.

Note that the newgroup message should have been sent with the description in the 
body.  Also, since the checkgroups message in ~news/pgp/control wasn't updated, 
I'm reopening this bug to be sure that gets done.
