Attachment: Bump staging and production release_configs.py

This updates the staging config to b3 and a recent m-1.9.1 revision, for a final run over the weekend. It also updates the release config, except forsourceRepoRevision which will be supplied by the driver when we freeze.

The bug causing the name difference to be necessary was fixed last week. You may want to change this for consistencies sake.

Make sure you locally update l10n-changesets with good locale revisions. This should help you out: https://wiki.mozilla.org/Release:Release_Automation_on_Mercurial:Documentation#Doing_a_test_run_with_a_limited_number_of_locales

According to the Delivery meeting today we're going to do 3.5b4 next, we should bump to that pre version.
