Details
STR:
1) Find a bookmark on your bar, or create a new one, or find a bookmark in the Manager
2) Hover over it to trigger the tooltip
3) Change the name, URL, or both
4) Hover over it again
ER: New name and/or URL shown in the tooltip
AR: Old name and/or URL shown in the tooltip

Just ignore "or find a bookmark in the Manager"; as ilya discovered, I was testing too quickly and not paying enough attention in the Manager.

This bug has been buried in the graveyard and has not been updated in over 5 years. It is probably safe to assume that it will never be fixed, so resolving as WONTFIX.
