Attachment: add toolkit on the mozilla-central branch to l10n.ini for build deps

The current l10n.ini is fine for local use, but to control our builds, it needs to give details on which toolkit branch builds should listen. Patch coming up.

mfinkle, I'm requesting review from you, this is as good as anything else. I'll need this patch for fennec builds on the l10n server.

I didn't see any repo information in the other l10n.ini files:

> +type = hg
> +mozilla = mozilla-central
> +repo = http://hg.mozilla.org/

I assume that's new and needed since we are in a different repo?

Yes and no, we need it because mobile-browser is in a different repo, yes. No, we have similar entries in the l10n.ini files in comm-central already, pointing to releases/mozilla-1.9.1, though.
