During upgrade when there are incompatible add-ons that can't be updated the wizard provides the option to check for updates.

Details

Add-ons that can't be checked for updates are listed in the add-on update wizard on first run after an upgrade. When there are only add-ons that can't be checked it doesn't make sense to ask the user if they would like to check them for updates, etc. It also seems that the wizard is shown briefly when add-ons such as this are made compatible by either a downgrade or upgrade but I haven't verified this... I have just seen the update wizard appear briefly on startup which I believe is due to this.

Bug 670302 was for the app update add-on compatibility check and this bug is about the add-ons mgr add-on compatibility check that is displayed after an app version change (downgrade, upgrade, using a profile with different installed versions, etc.). Note: Bug 1262880 removed the app update compatibility check entirely.
The "wizard" from the subject was removed in bug 1433574
