import into the locale called x-testing the contents of en-US

For testing purposes of the repack on change system on staging, I would like to be able to ask someone with commit access to make small changes into x-testing but first I need the repository to have the strings of one of the locales.
From conversation in IRC with Axel, it makes more sense to import the contents of en-US instead of let's say en-GB.
This might require grabbing the contents of the following modules:
- browser
- extensions/reporter
- other-licenses/branding/firefox
and from toolkit:
- netwerk
- dom
- toolkit
- security/manager
put the contents of locales/en-US of each module together and run compare-locales to see if everything is correct

fixed. there are better ways to generate content to check in here, but we'll get to that eventually. need to poke gandalf to silme something up.
Note, I intentionally left out the en-US search plugins, and the dictionary.
