Can you try this in safe mode http://support.mozilla.com/en-US/kb/Safe+Mode and with a new profile http://support.mozilla.com/en-US/kb/Basic+Troubleshooting#Make_a_new_profile .
Summary: Download Manager does not go past the "Stating" status → Download Manager does not go past the "Starting" status
Version: unspecified → 3.0 Branch

This happens to me as well in Firefox 3.06; the download manager progress bar gets stuck (right now I have three stuck at "Starting") even though the file has actually downloaded and finished. Clicking cancel does nothing. I'm running Vista 64. The only way to get around it is to clear the list and restart. Then it may work for a while.
