In-product English pages should have a language selection box

For some reasons, many non-English users still use en-US versions of Firefox. They may understand simple English words on Firefox interface like "Tools", "File", "Help", etc... but some of them may not feel it's easy to read a long English article/tutorial. So, with a language selection box, there will be more chances for them to get help from articles written in their native languages.
Reproducible: Always
Steps to Reproduce:
1. Run an en-US Firefox version.
2. On the menu bar, click Help> Help Contents (or For Internet Explorer Users).
3. (Additional): After Firefox Help page is loaded, you may also browse other in-product pages from there.
Actual Results:
These in-product pages don't have a language selection box at the right bottom corner as usual.
Expected Results:
They should have one.
I file this bug because at this time, Vietnamese Firefox users are still using en-US versions. And I have seen some people pressing F1 (yes, a very popular hotkey for help) or clicking on Help menu.
There is a low chance that a non-English user click Help> Help Contents, and try looking for a language selection box, though. Hope this request may still be useful.
