Details

Sometimes, we update an add-on just to add or update one or more locales.
In that case, we don't want to bug all the users.

So it would be useful to allow developers to select whether an update is for all users or is locale specific.

Since Firefox 3 (as will Thunderbird 3) already sends %APP_LOCALE%, AMO just has to use it.
