With <frame borders="0"> you must set the (illegal HTML!) <Frameset 
border="false"> or have large white lines between all you frames (verified with 
M16 & 2000.08.01.08).

MSIS 5.0 have the same problem solvable with <Frameset frameSpacing=0> so I'm 
guessing the problem arises from reserving space for the borders even though 
they are not present. 

If this is what's is causing it then it should be quite easy to "set" the 
<Frameset border=false> automaticaly/as default when <frame borders="0">


High severety marking not becurse it's a severe problem, but rather becourse 
it's probably a 5 min fix to get it right (?)
