I searched in Bugzilla, but couldn't find this -- it affects production, too (!) On https://spreadfirefox.authstage.mozilla.com/tellafriend, if you enter two comma-delimited email addresses, and click "Tell now!" after validating the Captcha, you'll get the following error message: "You have exceeded the maximum number of 1 email addresses per request.", which makes no sense, given: "Seperate multiple e-mail addresses with commas." below its textfield.

On the settings page there is a setting for max emails allowed. So, what should our maximum be. Volume of emails doesn't really matter until it gets into the large, large numbers (hundreds, thousands). I don't see anyone needing a large number of emails here, so I suggest 25. Paul, Mary, Alix, Donner, what do you think of 25 as the magic number?
25 sounds good. Not really into people spamming their whole address book :)
I like 26 because its the only number that has square number below it and a cube number above it, but ill go along with 25 :-)
I changed this setting on stage and production. I set the address limit to 25, and the Tell A Friend use limit to 5 per hour.
