"An Incubator Repository is not needed for repositories where all contributors have full source code commit access."

It would be nice if this sentence included information about at least one alternative available to groups of people who have full commit access.

I don't know which one we want to recommend...
* A branch within mozilla-central
* A tracemonkey-like repository
* Personal repositories hosted on hg.mozilla.org (https://developer.mozilla.org/en/Publishing_Mercurial_Clones).

Recommend user repos. We only need tracemonkey-like repos if build automation is going to be hooked up to the repo (and that can always be done at the time somebody decides build automation is necessary).

Yes. (They can by default)
In fact we've been using user repos as the canonical repositories for a few projects:
http://hg.mozilla.org/users/bsmedberg_mozilla.com/hgpoller/
http://hg.mozilla.org/users/bsmedberg_mozilla.com/hghooks/

With Hg, if we decide we'd like to put those somewhere else, all we need is an empty repo to push them to. (Granted the pushlog will show everything being pushed at once to the new repo if you do that.)

Gerv, could you take a look at this to clarify this policy page?
Currently, incubator repositories and user repositories both have the same requirements for commit access (level 1 under the new policy). Which raises the question: is there still a purpose for incubator repositories as a specific class? Many people will just use user repositories. If you wanted something a bit more "official", you could just apply for a new Level 1 tree.

Who is the guy for incubator repositories? Brendan?
