Yes, I have a Committer's Agreement on file for Walter.
Over to serverops, all papers are in. IT, please make sure to send out the ldap password mail, too? This is an l10n hg account with the regular ldap group. Walter, Seth and Dwayne talked about the non-Afrikaans locales, and we'll need real teams for those and a plan, so consider this a write approval for the Afrikaans repos. Not that we technically enforce any of that.

As Axel mentions, in my last conversation with Dwayne, we chatted about having individuals for each South African locale serve as owners of those locales who will be responsible for ongoing contribution, QA, and, in some (big or small) capacity, community building. Dwayne, any further update on your South African community members who can help take up the charge? Would be great to meet them online in some capacity so we can start the process together and provide as much assistance as they need to get their localizations up and running.
The Afrikaans access is the important one to me, so thank you for that approval. :)
