when I go from one site to another, the pop up text (as a tip) shows up on the next webpage when my mouse pointer hovers in a blank space, I see the text in a yellow floating box that shows the text from a previous webpage, how do I shut this off, or is this a bug

1.every page I go to
2.closed web browser and re-opened did the same thing

No response in more than half a year, closing this bug as INCOMPLETE.
