From bug 474895, you can apparently make avatars that are many MB in size. This is bad news on lots of levels -- particularly for users who may be trying to access Sumo from a slow connection.
The best approach is probably to restrict the size of the file in the preferences page to 200x200 px and 20 kb (very generous compared with most sites which use 100x100 or even 50x50). We can go through and one-time resize the existing avatars to fit the new limitation.
Or if we want to take the image editing burden off the user, we can allow images as large as we want to be uploaded but say that we'll reduce them to fit on our servers.

1. Find any giant image
2. Log in to https://support-stage.mozilla.org/tiki-user_preferences.php
3. Click on "Pick user Avatar" - https://support-stage.mozilla.org/tiki-pick_avatar.php?locale=en-US
4. Upload giant image from step 1
See comment 0 for expected results.

For QA:
* Uploaded avatars need to be <100k
* Avatars are resized to 48x48px as soon as they are uploaded.
