Opening a bug based on conversation at the last www.mozilla.org planning meeting. It seems like people would prefer to not automatically be taken to a version of the Manifesto in their language, but would rather see the landing page with all versions and then pick the one they want to see.

For reference see:

https://bugzilla.mozilla.org/show_bug.cgi?id=465197#c11
https://bugzilla.mozilla.org/show_bug.cgi?id=433928#c27

This may be an exception to the rule for how we want to handle other localized content on the site.
