Although, sometimes "stupid" window appears, which forces saving file. This can't be.
Reproducible: Always
Steps to Reproduce:
1. visit any Google Code project
2. go to page where an attachment has been made
3. click the link
Actual Results:
Firefox forces download.
Expected Results:

>1. visit any Google Code project
URL ?
>Firefox forces download.
I'm unsure what do you mean. Do you mean that there is no open with or Do you mean that you can't save the decision for the helper application ?
Both are dupes, please search in bugzilla and mark it as dupe.
URL?
Any, just any. Like http://code.google.com/p/galaxium/
I haven't found any bug about wrong window showing up.
