brought to my attention in bug 478027.

This is just a console error. The removed-files.log which generated at this step is repackaged from the original installer when performing l10n repackaging.

Ted, this is the same approach in reverse as used at
http://mxr.mozilla.org/mozilla-central/source/toolkit/mozapps/installer/windows/nsis/makensis.mk#72
to prevent the attempt to recreate the removed-files.log when performing l10n repackaging.

Not a big deal since this is just a console output message and everything gets packaged correctly.
